Dr. Howard received a bachelor鈥檚 degree in Psychology and Human Resource Development from Northeastern State University in 1997, a Master鈥檚 degree in Human Relations from the University of Oklahoma in 1999 and a Ph.D. in Educational Psychology from Oklahoma State University in 2014. Dr. Howard began serving NOC鈥檚 Gateway program as adjunct faculty in 2015, and served as full-time from 2017 to 2023, when he became Vice President of NOC Stillwater.
